It is about COD4. The commentary said what Kongou were mumbling while watching as enemy air crafts fly made him recall something of the same English phrase. Well, I came to that conclusion is because that "Stand by, stand by" is like something exclusively MacMillan's among Japaneses though.

I just imagine her sneaking up on a Wo class saying "Oi, Suzy!."
