It strikes me odd that the elevator stops at the fourth floor. (And why doesn't it normally go to the upper floors?)

Why stop there? Slap some stairs on a space elevator and climb to orbit.

I'd climb the stairs in any one of those places just to see how long it'd take... knee joints be damned.

I neither was there nor was at any place with such limitation, but I can guess few things:

1) less elevator's route, less time moving hence less wearing and energy consumption, also there is just more people traffic on 1-4 floors;
2) there is big hall, and big halls usually used for meetings, partying and stuff and people not involved just can't stroll in by accident;
3) that made nigh-impossible to sneak in unnoticed by normal means, so people must pass through front desk anyways.

I guess the fourth, fifth, and sixth floors are a single establishment that wants to route all traffic past an admissions desk on the fourth floor.
