Oddly, she isn't Kai-2 yet here. Then again neither is Zuikaku. Even more oddly Haruna was Kai-2 when Shoukaku's Kai 2 was announced, but she reverted back when Zuikaku got her Kai 2, which definitely occurred later chronologically.

I guess in Hisahiko's setting shipgirls' riggings are fluid and they may change between Kai-2 and earlier versions of their rigging from time to time.

Didn't he have a strip where Jintsuu or someone like that activated her Kai-2 form purely because she was surprised? (I could be thinking of another artist, but this feels like a Hisahiko situation.)

Thanks, I thought I recalled that. So Kai-2 forms can indeed come and go here—at least for Jintsuu, anyway.

Yup. And Haruna doesn't seem to wear her Kai-2 often as she seems to be slightly embarrassed by it. Maybe the stripes weren't to her taste? As noted in the third panel here that NNescio already referenced, she's had it for quite some time. So she's levelled up a lot, enough to be wiser.
