not really no. it sometimes takes 6 mouths to 2 years for a ships equipment to be built and installed.

Fairy-san engineers could do it in less than a minute, though. Too bad they don't have any over at their base.

That's because they have to build a ship from scratch. Here, Sazanami is already commissioned. Not to mention she's the first shipgirl, which means she has to have her own equipment already when there are others fighting. But still takes 6 months for her equipment to be done....when she should have had one set already. First but not first, heh.
