She just looks like Kikuzuki. Considering this base, maybe we shouldn't jump to conclusions just yet.

It's tagged with Kikuzuki, and Meitoro is a big fan of her and has already given her a distinctive character and personality. I think we can be as confident that that is Kikuzuki as we can be of anything in this series. If anything I'm surprised it took this long for Kikuzuki to appear.
