Mutsu's personality regressed to her shyer, meeker self (according to Nagato's own appraisal), while Kaga was just...constantly hungry.

In other words, she was essentially Kouji's Kaga but smaller.

It either regressed the target both mentally and physically (Mutsu), or turned them into a Fairy equivalent (Nagato).

It was broken by Mutsu, and we haven't seen either since to confirm if Akashi ever fixed it or if she delayed to fulfill her fixation with child Mutsu.

Mutsu seemed to behave more like her child self, while Kaga stayed more-or-less the same... which implies that Kaga has always acted that way, with maybe only learning a little more devotion to duty to balance out the "I HUNGER!"
