So...on Danbooru...and possibly Moe...borders represent something. Green ones means Parent post while an Orange one represents Child posts. Going by you two means that a red one means flagged for deletion. What does the Blue represent?

Blue means it has yet to be approved by a moderator and has a number of days to be approved before being automatically deleted. AFAIK.
