Remind me... was "interference" ever expressly banned in the rules for this little training exercise?
It's a Kamio training regime, so... of course it hasn't been banned. The only issue with interfering is that it'll allow Hibiki and Kaga to easily catch up with you assuming you take too long to trip up another.
