considering they had to invent a new medicine to treat it, it still doesn't sound common, besides the version i remember said he contracted it, which makes it sound like he got it from something or somewhere, but wasn't something that naturally developed. Vegeta and pretty much every other half saiyan have never been shown getting sick, though I guess Pan did get sick too that one time and and they needed the dragon balls to cure her.
