They have no such concept as "Summer" or "Warmth" or "Sun" there. It's the same reason Americans are all blonde and blue eyes, have giant breasts, and only eat fried butter, Brits only eat jellied eel and stargazy pie and take black tea intravenously, Italians only eat pizza and slack off, and Germans drive Tigers on their commute.

The fur lined clothing probably isn't helping. Though this gets back to the "all of Russia is arctic" cliche in itself, I'm with you though. I noted this all the way back when Gangut herself came out, she served almost entirely in the south too in areas with plenty hot summers.
