Unless specified ships like Mutsu and West Virginia 1941 is mentioned,I automatically assume all sister ships are in the same tier as the ship in the game.eg:Astoria,Quincy and Vincennes are all tier 7 same to New Orleans unless WG suggested they are at different tier.Also Mutsu and WV1941 are technically tier 7 in their upgraded forms like Nagato and Colorado instead of tier 6.
