The rule only apply to those living in Gensokyo. These two live outside of it, and considering their master, Reimu and Yukari probably have trouble dealing with as well.

assuming it didn't get Yukari's approval to begin with, same goes with Reimu killing villagers who haven't fully succumbed to possession
