I thought it had to do with the rules of kagami mochi but that only has 2 layers and the mandarin orange. If Meiling was in, it would be 3 sets of 2s! RemiFlan, PatchyKoa, SakuMei!

Poor excuse. I tried copying Koakuma and Sakuya´s ass and scaled Koa to just overlap Sakuya and then erasing that to bring back the original Sakuya with a proportionally scaled extra Sakuya underneath, changing the panties of the bottom one to green for lols. Meiling´s ass would just span the width of the image and it would only need to be increased by less than 400 pixels in height.

It is a shitty edit but already now it looks more complete and harmonized with an equal number and the addition of an extra color underwear.

I did not save it. I do not distribute edits of artists works out of respect for said artist. Just stating my findings. If you look at the image and draw an incremental line based on all these other asses, even on them thumbnail is fine, you should be able to see what I mean anyway.
