I want this artist to do the art for Iowa or Missouri. They just seem perfect for those two.

I'm pretty sure the blonde one is Emile Bertin.

Black hair, about as tall as Atago I think, no animal ears, could it be Choukai? Or Ark Royal? Although I think the hair might be too long for her.

Also who is with her hair in a towel and shielding her face with her arm?

Based on hair color and figure, I'd say its Dunkerque.

The two sitting at the far back behind Emile are the ones I'm having trouble figuring out.
I can see one with a curvaceous figure and long black hair with no animal features (Taihou or Arizona) and a slender figure with blonde hair with what seems to be blue-ish eyes (Albacore?).

That Manjuu has a godlike strength to contain all that stern
