In 5e, like with every modifier, it's just disadvantage, and can easily be negated (even if also being poisoned, cursed, drunk, and blind) if Syrup merely took Guidance as a cantrip, or he has any other advantage. As for climbing a ladder, DC 5 at most.

Sabatons don't add that much, they're basically steel-toed boots with longer toes and no armored soles.
