Fruits wouldn't float like that, would they? I guess they are plastic balls of some sort.
They're probably Manderin oranges, which is actually very light and the peels that cover the sweet inside are far apart, making it feel hollow so when you put it in water they will tend to float. You see people eating it while in hot springs or during hot baths in Japan. It's pretty common.
