I'm only able to explain this picture by the fact that Konami released a Strarf as a Figumate figure. So I think that on this art the "Regular" Busou Shinki Straf is looking at the Figumate Strarf (^-^)'.
I like how an angry Arnval is carrying a Chibi-Eukrante in the background... Just like it was another Figumate.
