Seems small time comments about how pleasing or exciting a image is are not welcomed anymore.
They do tend to pollute the comments section with short sentences that do not create an engaging conversation, and sometimes the commenters are also spamming such messages across many images.
But there can be other reasons, I'm not too sure about the recent Danbooru climate.

Basically, comment guidelines. There's too many newbies that spams single liner like 'cute', 'I wanna bury my dick in that ass-' and so on and so forth meme comments or emoji-spammed across many posts that irked the older members. As you can probably see from the comments page, there are a LOT of them recently and they clogged up comments top page, hence if we didn't outright report them, you'll be seeing a lot of downvotes.
Tl;dr facebook/twitter refugee found danbooru, tried to post like in their former habitat, receives downvotes.
