They look similar, but their personalities are basically inverse of each other. KC Shoukaku is a borderline doormat while AL Shoukaku is a sharp tongue jackass.

In the anime KC Shoukaku do diss Kaga at least once, AL Shoukaku is more open and brutal about it. But both of them give off some Nee-san vibe.

That's the thing... one of her lines in-game has her openly admit that she's bitter about her wartime experience. Honestly, both Shoukakus basically had the opposite reaction to their experiences during the war, KC Shoukaku took it all passively while AL Shoukaku took it all aggressively. Which interpretation you like is really a matter of personal preference.
