    I believe that the rod signifies command since Caesar was a consul, which was an elected position that was one of two heads of the entire Roman Army. Why two consuls? Because Rome knew better than to let one man have so much power himself. Though that situation only held up for so long due to lots of corruption and political maneuvering.
