Not really. This is one of the non-playable characters from Blazblue. One of the "6 Heroes" that Hakumen is one of.

She's the superior of Litchi and saved Tager's life.

She seems to have an affinity for lollipops...

Incorrect. In Hakumen's storyline, it's revealed that she's the daughter of two of them.

She's the daughter of Jubei (the strongest) + Nine (the witch). A half-cat, much like Taokaka.

If first glance I confidently thought "Oh. She's a kinda generic two tailed, pink haired catgirl. Right." I kind of fell in love with her combo of looks + personality soon after.
