As far as this picture is concerned, something else also rises.
It's called a steam dome. The purpose of the steam dome is to keep water from condensing steam from getting into the cylinders that turn the engine's wheels, which could cause them to jam if it did.

That's gotta be the most pools I've ever seen on one image.

Because then you don't have pressure to move the engine. the steam dome is more of a water separator where it removes a lot of the water droplets in the steam itself. It's not there to remove steam, but to remove water.
