If you go to my account/settings there is a "blacklisted tags" list. You can add specific tags you wish to be hidden for your search, artists included.

just type in uploaderid:the user's account number (that's the number at the end of their account page's url)

If you mean uploaders, yes. Add uploaderid:# to your blacklist. Replace the # with the User ID found in the user's profile.
