The backstory about Thunder Emperor/Shemata from V1Ch3 kind of paints her in an interesting light. Makoto really is just trying very hard to live up to expectation left behind previous leader of Gehenna, but Makoto is not a super efficient, tyrannical leader but a clumsy fool LARPing as totalitarian villain.
