Maybe he thinks Sakuya is Youmu, and he's surprised to see her there and to see how quick she has matured. I mean they have the same hair and eye colour. It's been some time since the last time he saw Youmu, so it just might be.

Perhaps to prevent snow from getting in their boots, pants, ect.? Even if you like the cold, doesn't mean having wet clothes isn't uncomfortable.
