Why don't they just go ahead and fire her already? Lets hope Shikieiki will take her place eventually, she'd do a far better job at being a referee (assuming she loses anytime soon, which I doubt considering her immense, 'make-Yukari-shit-bricks' power).

In a way, You are right.
Only matter with that tool is the fact that it would be labeled with something like
“DANGER: Using or even being within vicinity of following tool will result in long and painful death”. You would not need any other tool... AT ALL...
