Actually... isn't this captains and first mates? The bear guy is there because he's the first made to Law. it's not a picture of all the super novas!
Though I agree that if Luffy and Zoro were here it still would have worked, seeing as they are captain and first mate too.

The bottom two at least are captains, and I'm pretty sure that#s Capone with Bonnie above them, so I don't know what the artist was going for.
