Rider has knees at the ground, while frog has knees raised, IMO.

Actually, what we see in the picture is one possible way of doing girl-on-top. Not the most popular one, since moving soon becomes rather exhausting to her legs. The vibes both sides get can be quite different from doing it with her knees on the bed/floor/whatever, though.
