Seems more like it's just there to keep the participants from blasting each other. Anything else is fine.
Its been said already, transformations (like Keine's were-hakutaku form) are not hindered by the barrier. In fact, anything that involves manipulating energy inside your own body still works, albeit at a lower level (hence why Sanae, Marisa, and Reimu can use their magic/divine power to create barriers inside their bodies to protect themselves).
Apparently, according to the images behind Yuugi when she was shouting her advice, Flandre's "Four of A Kind" is considered a kind of transformation (which would explain why it wore her out four times as fast, its basically the same as that Multi-form trick from DBZ in that she actually splits her body in four pieces with only one piece being the real her), so Flandre never actually cheated, nor was she clever enough to use her magic outside the barrier (though there was times when she was outside of it).
