I think those things are rather evil spirits, the evil souls that cannot or will not rest, and I think she tosses them back to Sanzu River by doing that.

Most end/ex-bosses in the Touhou series are "great villains" one or another. Only the danmaku rules keep them from tearing Gensoukyou apart with their fights.

Kasen's a hermit. I think she's implying she's a "good" person.

She kind of is forced to be one, otherwise she loses her immortality.
