I would think that the proportions imply either a giantess sitting atop the full-size airplane (with full-size pilot) or a normal human atop a scale-model R/C airplane. Which is it?
I think it is a picture. A giantess would get burned by the real plane (she's sitting over a goddamn turbine) and in any case there's no way that plane is generating enough lift to account for the girl.
