Yeah, it's called 'eyes.' They have sclera all the way around the iris.

I believe this is Riot of the Blood Leona, or simply Riot Leona. When someone with orochi blood is overcome by the calling of the blood by the Orochi Lords they enter a psycho state in which they become vastly more powerful than normal. Iori, and Leona are both of such blood.
