So from my understanding, the anime network had received the P4 episodes ahead of time in order to sub it in time for the simulcast.
For episode 13, Japan realizes that there was an error so they fixed it in time for their broadcast, but the anime network aired the older version either because didn't received the fix or they just didn't notice the whoops.
The old rip of 13 is probably still floating around if you need to see it for yourself ;p
