Actually, holding onto the wheelbarrow allows her to lean forward more when running. The more she angles her body, the faster she will run (because more energy is being directed behind her instead of straight down).

Air Gear had a better explanation (if you can ignore the parts that are blatantly wrong) during the Kyoto arc near the end of the anime.

I see Utsuho's been reading Schlock Mercenary. Or someone's been teaching her about plasma physics and its use as propulsion.
The former seems more likely...
