But you're right,
Sakuya and the SDM are Kourindou's biggesst patrons (I don't think Meiling would steal, thus 7 not 8 thieves, she's more likely there to help Sakuya carry the load),
Youmu is too honorable to steal (although I don't think she has need of money),
and if I'm correct Alice has boucght something from there cannonically.
Momiji I have no Idea on.

Also, it looks like Tokiko is hired help and Orin is merely lulling around the shop like Cats tend to do, Okuu looks like she has a shopping list and Satori would be mature enough to pay (Orin is there in case Okuu forgets to pay).
So that's 5 potential Paying customers, one of which has expensive tastes and buys a lot, to 4 potential thieves, two of who may well just be eye-shopping. Profit can be made this day.

Momiji in fanon is generally depicted as the mountain's straight man. Canon wise I don't think she's anything other than a sprite.

I don't know that Cirno and Rumia would actually steal anything. If anybody reminded Cirno not to steal it would probably turn into a danmaku duel in the course of which she would forget that she was even in the shop in the first place.

Actually, I think she can hold it up fine, just she cant pull it from Meiling's grasp.

Anyway, if I remember correctly, tengus are supposed to have great physical strength in Touhou canon.

The only real thief here is Marisa, but she'd fight you on that, since she's just borrowin' 'til she dies. Reimu doesn't pay her tab, so may as well be theft. Sakuya, Meiling, Alice, Youmu and Momiji wouldn't steal. If Utsuho is there to buy anything, she would likely have money on hand, and Rin would be there to ensure that she actually did pay, as I doubt Satori would be pleased that her pet is still making trouble on the surface. Cirno just seems like the kid in the store that wants something from mom, while Rumia is... just there. I guess to go along with the childishness of Cirno.
