Please note that it is entirely incorrect to tag copyrights and characters in images that have absolutely nothing to do with them. As per howto:tag, "Tag what you see, not what you know. In other words, only tag the visual and factual elements in the image." This image, and all images in this set except one, contain nothing indicating any relation to the original Kaga. It's only mentioned in a "joke" part of one page. This post contains nothing to do with KanColle.

Admins have repeatedly stated (including on the forums) things like forum #365610. Someone searching for KanColle certainly does not expect to find a post that's just azur lane and has nothing to do with KanColle.

Wrong forum post? You seem to have linked to an unrelated forum post that was made 9 months after the comment you're responding to.

Regardless, this post has both copyright names in the upper left corner. Anyone reading this in sequential order would understand this is a crossover. You can't dismiss it as just being used as a joke in one panel when the entire premise is made clear. We don't have to disregard other pages in comics for basic identification like characters.

I also don't think someone who dislikes Kantai Collection to the point of blacklisting it would want to see this comic if they knew it was a crossover.

No, that is the correct forum post. It's the most recent example of admins bringing up the concept that I could remember. That forum post quotes NNT talking about why a tag should be split: because people searching it are looking for one thing and getting two different things. Similar logic applies here.

Tags on a post are able to be changed at any time. The fact that this post and that comment are older is irrelevant. These posts and that comment were brought up again recently by Sigewulf because more images in the series were posted.

This might have some validity if there was literally any indication that the character portrayed is supposed to be KC Kaga. But there's absolutely nothing in almost all of the images which would indicate that. Again, see the tagging guidelines. That's just not at all KC Kaga. It's a completely separate character (one that does have a tag and thus the posts should be tagged as such). For the case of the one post that actually includes KC Kaga in it, she should be tagged there.

As for this post containing "both copyright names", we have copyright_name for that and it does apply to abbreviations.

As for "dismissing it" as a joke, that's the terminology Sigewulf used when discussing the post in the Discord.

I doubt such a hypothetical user would care about most of the pages. There is no evidence that the character is meant to be KC Kaga outside of one post in the series and only one other contains any evidence of a crossover. On the contrary, the character perfectly matches another character that they might be interested in from a series they might like. Such a user will find that the one post in the series containing a KanColle character is caught by their blacklist. We should not pollute searches by applying incorrect tags to other posts over something like that. And again, people searching KanColle are certainly not looking for an azure lane post that contains no KanColle.
