Moukou may be immortal but it doesn't mean she can't be touched. Then again, it looks like it's 50/50 for both of them, judging from the frustrated looks on their faces.

Actually, she can, Mokou has two hands, Marisa has only one Hakkero. I'm not saying the witch couldn't come up with a counterattack, but from their current positions Mokou has one arm neutralizing Marisa's current attack, and still has one left over.

If you look even closer, Marisa's free hand is holding Mokou's other hand away. Mokou's free arm is elbowing the Hakkero aside, and she's already charging flames in the hand where Marisa will be unable to counter, only dodge. Hakkero to the side, hand right in front of the face, Shining Finger right in the kisser.
