Not having enough level is actually better scenario because it gives you enough time to realize that Fletcher's quests require each form (Kai Mod.2 and Mk.II) to complete.

So correct me if I’m wrong, but in the last panels of each side Johnston and Sammy B. are showing that they are a little aggravated that Fletcher got her upgrade first, but they are only doing so when Fletcher cannot see of hear them?

And then after remodeling her to MK.II they notice she was supposed remain in Mod.2 for the Quintuple late model quest. Condolences to those who missed the spot check for that.

They're reacting to the level requirement. 85 is 3 levels short of Mod.2 which is in turn 2 levels short of MK.II's 90, Level 90 being the highest remodel requirement for DDs thus far.
